This cooperative management plan identifies the following goals and actions for meeting those goals. These are only guidelines, if consistently unmet then management action will be needed.

This document dated April 1972 is a Memorandum of Understanding made between the Alaska Department of Fish and Game, the Alaska Department of Natural Resources, U.S. Forest Service hereinafter and U.S. Fish and Wildlife establishing agreed upon management guidelines for the Chickaloon Flats area of the Kenai National Wildlife Refuge. 

Every area with burnable vegetation must have an approved Fire Management Plan.  Fire Management Plans must be consistent with firefighter and public safety, values to be protected, and land, natural, and cultural resource management plans, and must address public health issues. 

This Fishery Management Plan provides management direction necessary to ensure conservation of refuge fishery resources and habitat, while maintaining sustainable harvests.

In 1986, the U.S. Fish and Wildlife Service (Service) approved the Final Kenai Refuge Comprehensive Conservation Plan. That plan directed a more detailed management plan be prepared to address specific public comment regarding furbearer management changes on the refuge.

The plan is intended to guide the refuge's land protection activities and provide a framework for refuge and private landowner cooperation. 

In April 1996, the KNWR/Moose Management Plan was developed to guide future Service management of moose/habitat on the refuge.

The purposes of this final management plan are:  1. To describe wildlife viewing, interpretation, and photography opportunities within the Skilak WRA;  2. To identify development of compatible facilities and programs to facilitate wildlife viewing, interpretation, and photography opportunities within the Skilak WRA; and, 3. To identify other wildlife-dependent recreation opportunities that do not conflict with #1 & #2 above. 

The Upper Kenai River Cooperative Plan is a product of a joint effort of the Chugach National Forest, Kenai National Wildlife Refuge, Alaska Division of Parks and Outdoor Recreation, Alaska Department of Fish and Game, Kenai Peninsula Borough, Cook Inlet Region, Inc., local residents and others interested in the future of the upper Kenai River corridor.  The Plan addresses the public lands and waters within ¼ mile of the Kenai and Russian Rivers between Kenai, Lower Russian and Skilak Lakes.

The purpose of this operational plan, finalized in September of 1988,  is to establish a wolf management strategy for the Kenai National Wildlife Refuge that will be jointly implemented by the Fish and Wildlife Service and the Alaska Department of Fish and Game.
