Based on discussion with Jerry Longcore, the first 3 digits are longitudes, ignoring the base 400000 or 500000, and needing to be multiplied by 100; 2nd 3 digits ignore base ~ 49000000 and need to be multiplied by 100. Verified locations using their names and indicated areas.
