PROGRAM MANAGEMENT
John Organ, Chief, Division of Wildlife & Sport Fish Restoration Phone: 413-253-8501
The Chief oversees the entire Wildlife and Sport Fish Restoration Program, maintaining the integrity of the program and providing leadership and support to the staff. John has direct responsibility for the Federal Assistance Coordination Grants. He serves on the Joint State/Federal Task Force on Federal Assistance Policy.

Sharon serves as the Grants Assistant in the Wildlife and Sport Fish Restoration Program. She is responsible for carrying out and coordinating all aspects of office and grant administrative support activities for the Wildlife & Sport Fish Restoration Program.
GRANTS MANAGEMENT

Judy manages the grant and fiscal operations of the Wildlife & Sport Fish Restoration Program. She oversees the full range of grant management fiscal responsibilities to include review of grants for accuracy, completeness, allowability of costs, compliance requirements and availability of funds. She has direct responsibility for audit reviews and resolution. Judy also manages office operations including budget, fiscal, and personnel management.

Mary is responsible for conducting the full range of grant management fiscal responsibilities to include review of grants for accuracy, completeness, allowability of costs, compliance requirements and availability of funds. She is responsible for the approval, disapproval and modification of grants. She performs account opening, monitoring and closing functions for the grant programs. Mary has primary responsibility for the Development and Hunter Education grants under Wildlife Restoration, State Wildlife Grants, Landowner Incentive Program, Boating Access Grants and HCP and Recovery Land Acquisition Grants. She conducts financial management reviews of grantees' financial systems used in administering the Wildlife & Sport Fish Restoration grant programs. She assists the Grants Fiscal Officer with audit resolution.

JoEllen is responsible for conducting the full range of grant management fiscal responsibilities to include review of grants for accuracy, completeness, allowability of costs, compliance requirements and availability of funds. She is responsible for the approval, disapproval and modification of grants. JoEllen has primary responsibility for Sport Fish Restoration Grants (except Boating Access), technical guidance grants under Sport Fish and Wildlife Restoration, and Marine Fisheries Commission Grants. She performs account opening, monitoring and closing functions for the grant programs. She conducts financial management reviews of grantees' financial systems used in administering the Wildlife & Sport Fish Restoration grant programs. In addition, JoEllen is responsible for the monthly reconciliation of all grant programs and the tracking and monitoring of the administrative budget.

Dan is responsible for independently conducting the full range of grant management fiscal responsibilities to include review of grants for accuracy, completeness, allowability of costs, compliance requirements and availability of funds. He is responsible for the approval, disapproval and modification of grants. He performs account opening, monitoring and closing functions for the grant programs. Dan has primary responsibility for the Clean Vessel Act, Boating Infrastructure, Coastal Wetlands, Traditional Section 6 Endangered Species, Wildlife Conservation and Restoration Program Grants, research, planning and land acquisition grants under Wildlife Restoration, and Tribal Grants. He conducts financial management reviews of grantees' financial systems used in administering the Wildlife & Sport Fish Restoration grant programs.
FISHERIES PROGRAM

Ron manages grant programs involving fisheries research and surveys, fisheries population management, and aquatic resource education. This includes aquatic work funded by the Sport Fish Restoration Program, the Wildlife Conservation and Restoration Program, and the State Wildlife Grants Program. He has direct responsibility for all marine fisheries and some anadromous fisheries research and survey SFR and SWG grants. Ron is a member of the Northeast Fisheries Administrators’ Association.

Libby administers all aquatic resource education grants in the Region. She also administers several SFR and SWG grants focused on fisheries conservation at watershed and regional levels, a marine mammal research grant, and WCRP grants involving wildlife education activities.
Ken Sprankle, Fisheries Biologist Phone: 413-253-8686
Ken administers all freshwater fisheries and some anadromous research and survey grants in the Region. He also administers SFR grants for fisheries population management and fish hatchery operation and maintenance. Ken administers several SWG grants involving aquatic species conservation. He chairs the Northeast River and Streams Technical Committee of the Northeast Fisheries Administrators’ Association.
WILDLIFE PROGRAM

Dee manages grant programs involving wildlife research and surveys, fish and wildlife diversity, endangered species and hunter education. Dee has overall responsibility for the State Wildlife Grants Program (SWG) assigning certain grants to other Federal Assistance staff specialists as needed. Dee primarily administers hunter education grants, outreach grants, and certain WCRP educational and recreational activities. Dee is a member of the Northeast Conservation Information and Education Technical Committee and Northeast Wildlife Administrators’ Association.

Alison administers grants for Section 6 endangered species recovery. She also administers many research and survey grants dealing with wildlife diversity under the Wildlife Restoration, WCRP, SWG programs, and Tribal Wildlife Grants. Alison is a member of the Northeast Wildlife Diversity Technical Committee.

LANDS & DEVELOPMENT PROGRAM

Vaughn provides oversight and guidance for projects involving land acquisition, development, operation and maintenance, and technical guidance activities for all grant programs. He has direct responsibility for all boating access and fisheries construction/operation and maintenance grants.

Paul administers wildlife management grants for the development, operation, and maintenance of state wildlife management areas, and some SWG grants.

Al administers the clean vessel grants (CVA) for the Region. He also has responsibility for administering boating infrastructure grants (BIG).

Dan administers land acquisition grants for the Region, including Section 6 land acquisition grants for the Division of Endangered Species. He also provides support for resolving land issues in the Region.
