NATIONAL POLICY ISSUANCE #91-01

SUBJECT: Wetlands Action Plan

A. POLICY: The Service will implement its existing wetland programs to contribute to the President's goal of no net loss of wetlands.

B. SCOPE: Servicewide.

C. IMPLEMENTATION: The Service's Wetlands Action Plan, "Wetlands: Meeting the President's Challenge" is appended. It identifies three approaches to meet the President's goal: (1) Wetlands protection; (2) Wetlands restoration, enhancement, and management; and (3) Wetlands research, information, and education. Implementation strategies are presented for each.

The Director implemented the Plan in his memorandum of November 28, 1990, to the Service Directorate.

D. INCORPORATION: This issuance incorporates the Service's Wetlands Action Plan (1990), which was implemented by the Director on November 28, 1990, into the National Policy Issuance System.
