NATIONAL POLICY ISSUANCE #89-02
SUBJECT: Mitigation Policy
A. POLICY: In the interest of serving the public, it is the policy of the U.S. Fish and Wildlife Service to seek to mitigate losses of fish, wildlife, their habitats, and uses thereof from land and water developments (summary). The complete policy is appended. 1/
B. SCOPE: Servicewide for personnel involved in making recommendations to protect or conserve fish and wildlife resources.
C. OBJECTIVE: The policy is needed to: (1) ensure consistent and effective Service recommendations; (2) allow Federal and private developers to anticipate Service recommendations and plan for mitigation needs early; and (3) reduce Service and developer conflicts as well as project delays. The intended effect of the policy is to protect and conserve the most important and valuable fish and wildlife resources while facilitating balanced development of the Nation's natural resources.

F. INCORPORATION: This issuance incorporates the Service's existing
mitigation policy into the National Policy Issuance System. The policy
was promulgated by the Secretary of the Interior on January 13, 1981, and
published in the Federal Register on January 23, 1981 (46FR7656-7663) and
corrected on February 4, 1981. Inclusion of the preamble to the Federal
Register notice (46FR7644-7655) in National Policy Reference Books is mandatory
only for personnel who make mitigation recommendations.
