DIRECTOR'S ORDER NO. 161

Subject: Nonmonetary Recognition

Sec. 1 What is the purpose of this Order? This Order clarifies what authority allows us to grant nonmonetary awards to partners-in-mission.

Sec. 2 Does this Order amend other directives? This Order amends 224 FW 5, November 29, 2001, by adding the following to paragraph 5.1:

Partners-in-mission are not permitted to receive awards under 5 U.S.C. 45.
However, the Department of the Interior's Appropriations Act of 1992
(Sec. 115 of H.R. 2686) permits granting nonmonetary awards of nominal
value to private individuals and organizations that make contributions to
Department of the Interior programs.

Sec. 3 When is this Order effective? This Order is effective immediately. We will incorporate its contents into 224 FW 5. This Order will expire on December 31, 2004, unless it is amended, superseded, or revoked.
