Training Plan for Realty Specialists and Appraisers
1.1 Phase I - Entry Level Work Assignments. This phase covers the first six months in the Regional Office. It alternates assignments between appraisal and realty management activities and includes field trips to a refuge and/or hatchery. Its principal elements are:
B. On-the-Job Training in such areas as custodial activities, acquisition and realty management, and appraisals
C. Service Realty Directives
D. Formal Non-Federal Training
1.2 Phase II - Headquarters Orientation. This phase lasts 3 or 4 days and consists of the following elements:
A. Organization and Functions of the Service
B. Career Development
C. Organization and Functions of the Division of Realty
D. Land Acquisition Process and Funding
E. Legislative Process
F. Public Affairs
G. Training Schedules
1.3 Phase III - Entry Level Advanced Work Assignments. This phase covers the next nine months in the Regional Office. It consists mostly of independent field work, and usually alternates assignments between appraisal and realty management activities unless the trainee is specifically targeted in one direction. Its principal elements include appraisal and/or realty management work assignments and formal non-Federal training.
1.4 Phase IV - Realty Management Training. This two-week phase is only for Realty Specialists. It must be completed before entering Phase V and may or may not be held entirely at Headquarters. The course outline is:
A. Day 1. Introduction, Legal Forms, Negotiations, and Donations
B. Day 2. Custodial Services (records and reports), Legislative Authorities
C. Day 3. Title Evidence, Title Curative, Surveys and Title Files
D. Day 4. Unneeded Real Property, Disposals, and Withdrawals
E. Day 5. Condemnation and Rights-of-Way and other Use Outgrants
F. Day 6. Exchanges, General Plans, and Oil and Gas Leasing
G. Day 7. Environmental/NEPA Requirements
H. Day 8. Moving Expenses, Trespass and Adverse Claims, and Training and Career Development
I. Days 9 and 10. OPM's 2-day Congressional Operations Seminar (held in Washington, D.C.)
1.5 Phase V - Journeyman Level Work Assignments. This phase covers the next nine months in the Regional Office during which the trainee will work independently but under close supervision. At the end of this phase, a decision is made regarding pursuing a career track in either appraisal or realty management, if not made earlier. The phase consists of both journeyman assignments and advanced formal training.
1.6 Phase VI - Higher Level, Advanced Work Assignments. This phase lasts for 2-8 weeks working at or out of Headquarters. It consists of advanced assignments in either appraisal or realty management functions, as well as further advanced formal training.
