Developing Strategic Plans and Comprehensive Management Systems |
5.2 Eligible Purposes. Planning projects must have objectives related to:
A. The development of strategic plans for the management of fish and/or wildlife resources in the State; or
B. The development or maintenance of a comprehensive management system for implementing fish and/or wildlife resources in the State.
5.3 Documentation of Proposals. The project statement for planning projects should include the following information.
A. Need. State why the plan or management system is being developed. Include a reference to any statutory or regulatory directive for pursuing this plan or system.
B. Objective. Provide a concise statement of what is anticipated and the target date(s). For example:
To develop, by (date), a wildlife resource management system that will (1) provide a strategic plan for dealing with major long-range wildlife resource problems in the State, and (2) provide an operational plan for implementing the strategic plan in annual budgeted increments, and for evaluating progress made toward attainment of established objectives.
To develop, by (date), a plan for the identification and selection of lands to be acquired for the State's big game program.
To administer, evaluate, and revise over the next three years the State's comprehensive management system for fisheries (and/or wildlife) resources.
C. Expected Results or Benefits. Describe how the strategic plan or comprehensive management system will be used to benefit management of fish and/or wildlife resources. For example:
The comprehensive management system is expected to enhance the agency's effectiveness in managing wildlife resources. Focus will be shifted to objectives. Fiscal accountability will be increased. The management system should unify all organizational units in their efforts toward accomplishing the agency's goals and objectives. The system provides a viable means to monitor and evaluate accomplishments.
D. Approach. Describe how the work will be conducted.
(1) For projects to develop a strategic plan and/or management system, describe how the strategic plan and/or management system will be developed, including the steps to be taken and the target for completion; the personnel commitment required; and the name of the project leader. If the approach includes collection of data necessary for plan or system development, the data collection component should be documented as a "Survey and Inventory" project. (See 522 FW 12 for guidance on survey and inventory projects.)
(2) For projects to administer a comprehensive management system, describe the status of the State system, key personnel, and the system used to evaluate and update the management system.
E. Location. Identify where the project will be carried out. Ordinarily, this will be the location of the headquarters.
F. Estimated Cost. Provide the estimated cost, by year, for completion of the project.
5.4 Documentation to Support the Grant Proposal. Refer to 522 FW 1.4 for general information on documentation to support the Grant Proposal.
5.5 Documentation to Support the Grant Agreement. Provide the following information with the Grant Agreement. (See 522 FW 1.7 for general information on documentation to support the Grant Agreement.)
A. A schedule of work to be accomplished during the current grant agreement period.
B. If costs for planning project activities are to be allocated among more than one Federal Aid program, provide a description of the method used to allocate the costs.
5.6 Costs. General requirements related to allowable costs are in 43 CFR 12.62 and 522 FW 1.11. If the planning project benefits more than one program, the costs must be allocated among the programs in proportion to the relative benefits received.
5.7 Performance Reports. Within 90 days after the end of each Grant Agreement period, the State must submit a performance report on the project (See 522 FW 1.22). The performance report must include the following information.
A. A description of progress made toward the stated objective during the grant agreement period. Explain any variances from planned work and how this will impact accomplishment of the objective.
B. A summary of work completed during the grant agreement period, comparing it to the work identified in the Grant Agreement.
C. Costs incurred during the period of the Grant Agreement.
