3.1 Redelegation. The authority delegated to the Director pursuant to 242 DM 2 (also published as 031 FW 2) and 205 DM 6 as they pertain to certain budget functions is redelegated below.

3.2 Certification of Statements of Obligations. Authority to certify that any statement of obligations furnished with a request for proposed appropriations consists of valid obligations pursuant to 31 U.S.C. 200(b) and Sec. 1311(b) of the Supplemental Appropriation Act of 1955, as amended, is reserved to the Director (205 DM 6.3).
