Q: When is Business Process Reengineering (BPR) value added?

A: Before initiating a BPR initiative, a detailed business case analysis, including a cost/benefit analysis, is conducted against the objective(s) of the initiative. A decision to move forward with the BPR effort is obtained only if the benefits significantly outweigh the costs.

HCMS Overview

Working with key leadership around the Fish and Wildlife Service, the Division of Conservation Business Management identifies opportunities to assist other programs in reengineering their business processes to achieve dramatic improvements in critical performance measures such as cost, quality and cycle time.

The Human Capital Management System (HCMS) is a suite of automated, web-based tool that managers can use to create and store position descriptions and job announcements as well as access near real time information about their workforce.

The BPR initiatives below were selected based on the time and money they saved the Service on an annual basis once implemented.

  • PD Express is an automated, web-based tool that managers can use to create and store position descriptions. The tool puts managers and supervisors in the Driver's Seat for establishing critical positions and hiring the right people for their organizations. PD Express also has a workflow component to streamline the PD classification process, thereby dramatically improving the hiring process for FWS.
  • Job Announcement Express is an automated, web-based tool that managers can use to create and store job announcement components such as the Job Analysis, Job Questionnaire and Category Rating. Job Announcement Express integrates with PD Express enabling managers to create a job announcement based on the position they are hiring for.
  • The Workforce Planning Dashboard (Coming Soon!) provides managers with instant access to their workforce demographics, skills assessment, projected retirements, and workforce changes in their organization.
