How to Obtain a Special Use Permit

In order to conduct any type of research, monitoring, or support vessel project on a National Wildlife Refuge within the Pacific Remote Islands National Wildlife Refuge Complex, it is necessary to obtain a Special Use Permit from the Refuge you will be visiting. Special Use Permits are obtained by submitting a Special Use Permit Application to the Refuge Manager. Only type-written applications will be accepted. No hand-written applications please.

All applicants are required to contact the Refuge permit administrator before submitting an application to discuss the proposed project and prepare for the application process.

The Pacific Remote Islands National Wildlife Refuge Complex accepts permit applications during two specific application periods each year. Research, Monitoring, or support Vessel project applications are accepted on or before February 1 and August 1 of each year.

Projects that will begin on or after July 1 of each year, applications are due by February 1 of the same year. Projects that will begin on or any time after January 1 of the succeeding year, applications are due by August 1 of the previous year.


Late applications will not be accepted under any circumstances. Refuge staff will inform the applicant of approval/disapproval within 90 days after the due date.
Special Use Permits are good only within the time constraints of one calendar year. If a project is proposed to span over two or more consecutive calendar years (e.g. September 2006 to March 2007) then the Permittee must apply for and obtain Special Use Permits for each calendar year within which the work will be done.

Review Criteria for Special Use Permits are as follows:

All projects must be compatible with:

  • The U.S. Fish and Wildlife Service Mission: working with others to conserve, protect and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people,
  • The purposes of the individual National Wildlife Refuge within which the project is proposed.
  • The goals and objectives of the individual National Wildlife Refuge within which the project is proposed.

This policy applies to all proposed and existing uses of national wildlife refuges where we have jurisdiction over such uses. For more information, visit the Compatability chapter of FWS Directives.

Projects which answer questions or provide information regarding threatened or endangered species, invasive species, or management in the National Wildlife Refuge will be given priority consideration, as these projects have the potential to impact daily Refuge management decisions. Projects related to or contributing to other projects on or off-Refuge will also be given special consideration. Affiliation with a research institution or agency, and peer review will also contribute positively toward project approval. If new projects conflict in time, space, or methodology; renewal of ongoing or modification of existing projects will receive consideration over these new projects. Redundant collection of samples and/or data will not be permitted. It is important for the applicant to thoroughly search the scientific and academic communities to share information which has already been gathered from the National Wildlife Refuge.

Please send a hard copy of the Special Use Permit Application with all required documentation attached, as well as, an electronic copy of the application. Applications must be post marked no later than the application deadline date.

You must also obtain all other applicable permits before your Special Use Permit will be valid. See the national permits web page for information on other Federal and Service permits as well as the following links to find out if you need other permits to conduct your project.

For Archeological Research or Monitoring projects you can gain information about the Archeological Resource Protection Act (ARPA) on the National Park Service, Laws, Regs, and Standards web page. You may also visit the U.S. Fish and Wildlife Service Historic Preservation web page or the U.S. Fish and Wildlife Service Manual web page. See Service Manual part 614 FW1-5 to gain information on U.S. Fish and Wildlife Service Cultural Resource policies concerning the conduct of studies, making collections, and ARPA. To obtain an ARPA permit application, which must be submitted no later than 90 days prior to start of field work, you should contact Anan Raymond or Nick Valentine, Regional Archaeologists, U.S. Fish and Wildlife Service, Region 1 Cultural Resource Team.
