Eagle exhibition permits are
issued to public educational institutions to possess bald and golden eagles
which cannot be released to the wild due to permanent injuries. The purpose of
the permit is to promote conservation of eagles and wildlife conservation
education. Only institutions which meet the federal definition of
"public" as defined in Part 10 qualify: "Public as used in
referring to museums, zoological parks, and scientific or educational
institutions, refers to such as are open to the general public and are either
established, maintained, and operated as a governmental service or are privately
endowed and organized but not operated for profit."

Individuals cannot apply for
this permit. Additional requirements for this permit include personnel with
backgrounds in the handling and care of bald and golden eagles, adequate caging
and facilities.
Currently, exhibition permits are not issued for the
possession of dead bald or golden eagles or their parts. All dead eagles,
feathers, and parts must be sent to the National Eagle Repository in Commerce
City, Colorado for distribution to Native Americans throughout the United
States, as outlined in an Executive Order issued in 1994.
