Estimated Dissemination Date: The proposed critical habitat designation was published in the Federal Register on August 15, 2006.  The final critical habitat designation is due to be published on April 17, 2007.  (a) Letters to peer reviewers requesting a peer review were distributed on August 17, 2006.  (b) We accepted comments from peer reviewers until the close of the 60-day public comment period on October 16, 2006.  (c) The peer review report will be made available after November 16, 2006.

About the Peer Review Process

Type of review:  Letter.
Number of reviewers:  Fifteen peer reviewers were contacted for peer review.  Two peer reviewers provided comments.  The State of Hawaii Division of Forestry and Wildlife also provided comments.
Reviewer expertise:  Hawaiian Drosophila sp. biology and evolution; plant conservation; habitat restoration.
Selection of peer reviewers:  Peer reviewers were selected based on their expertise with the subject matter and had no conflicts of interest as described in the Office of Management and Budget (OMB) Peer Review Guidelines.
Management of peer review:  The peer review was managed by the U.S. Fish and Wildlife Service.

About Public Participation

The public has been provided the opportunity to comment on the proposed rule.  If significant and relevant, public comments will be forwarded to the peer reviewers with any additional material appropriate for peer review.  The court approved settlement agreement requires a final rule to be completed by April 17, 2006.
