Management Directive 715
For the Federal sector, the Equal Employment Opportunity Commission issued Management Director 715, which provides guidance and standards for establishing and maintaining affirmative employment programs for women and minorites, and affirmative action programs for persons with disabilities.
MD-715 required processes include self-analysis, problem
identification, data collection, policy statements, reporting
systems, and goal identification to eliminate discriminatory
policies and practices in the workplace However, MD-715 does
not contemplate and shall not include any preferential treatment
of any person on the basis of race, color, national origin,
religion, sex, age or disability.
