Bandon Marsh, Nestucca Bay, and Siletz Bay National Wildlife Refuges
Comprehensive Conservation Planning

The U.S. Fish and Wildlife Service (Service) is pleased to announce the completion of Comprehensive Conservation Plans (CCPs) for Bandon Marsh, Nestucca Bay, and Siletz Bay National Wildlife Refuges. The purpose for developing a CCP is to provide refuge managers with a 15-year plan for achieving refuge purposes and contributing toward the mission of the National Wildlife Refuge System, consistent with sound principles of fish and wildlife management, conservation, legal mandates, our policies, and the National Environmental Policy Act.

In 2010, the Service's Oregon Coast National Wildlife Refuge Complex initiated the "Comprehensive Conservation Planning" process in order to review and plan for the long-term management of wildlife, habitat, and wildlife oriented public use on these Refuges. Since then, the Service has requested and received input from Tribes, interested agencies, elected officials, the public, and organizations regarding their interests, concerns, and viewpoints about Refuge management issues. This information has been incorporated into the development of the Refuges’ CCPs.

The Service selected Alternative C, the preferred alternative, to be implemented on each Refuge. The goals, objectives, and strategies under the preferred alternative emphasize expanded habitat management, restoration, and monitoring along with increased public use opportunities. Now that the plans have been completed, the Service will begin implementing proposed projects and partnerships as funding becomes available.

Final Comprehensive Conservation Plans/Findings of No Significant Impact (CCP/FONSIs)

To address public comments received on the Draft CCP/EAs, changes and clarifications were made to Final CCPs where appropriate. The list of modifications is available within Appendix K of the Final CCPs.

Land Protection Planning at Bandon Marsh NWR

The Director of the USFWS granted approval in September 2011 to begin a detailed Land Protection Planning (LPP) study to investigate the possibility of expanding the approved refuge boundary of Bandon Marsh NWR to meet the needs of fish, wildlife, and public recreational use. In early November 2011, the public was invited to participate in the planning process. Preliminary draft alternatives detailing how the refuge would be managed during the next 15 years and introducing the LPP study area were developed as part of the Refuge's CCP process. However, in early February 2012, the USFWS made the decision to separate the CCP from the boundary expansion study. This schedule change allowed the CCP to continue on pace while allowing more time for thorough analysis and study of the LPP range of alternatives. Since the refuge boundary expansion study was not within the scope of the Bandon Marsh NWR CCP, the Final CCP does not propose a boundary expansion. However, all substantive comments received during the Draft CCP/EA comment period regarding potential refuge boundary expansion will be addressed and incorporated into the Bandon Marsh Draft Land Protection Plan/Environmental Assessment, which will be presented to the public as soon as the required analyses are completed.
