Paul W. Henne
As Deputy Assistant Director for Policy, Budget and Administration and Deputy CFO, from August 1994 to August 1996, Mr. Henne was the first-line manager for the above-mentioned divisions and offices. From 1989 to 1994, Mr. Henne directed the Service's Division of Finance and served as the Service's Deputy CFO. He was the senior financial advisor to the Directorate in matters of financial management and fiscal policy. Mr. Henne provided nationwide direction and services to the Service's Regional Offices (including Headquarters), with more than 500 field organizations and more than 7,500 employees. In addition, Mr. Henne was responsible for the administrative cross servicing activities of the National Biological Service, approximately 1,800 employees. During the period of 1980-1987, Mr. Henne served as Senior Program/Budget Analyst for Program Development and Administration under the direction of the Assistant Director for Ecological Services. In this capacity, he was responsible for all administrative activities involving planning, programming, and budgeting for the Endangered Species Program at the national level. Mr. Henne received his B.A., degree in Financial Management, Systems and Business Management from the University of Maryland in 1978 and his M.B.A. in Business Management/Leadership and Organizational Development from Central Michigan University in 1981. In 1995, Mr. Henne received his certification as a certified government financial manager (CGFM).

Mr. Henne's Federal career spans more than 27 years. Mr. Henne was appointed as the Assistant
Director for Business Management and Operations (ABMO), Chief Financial Officer, and Chief
Technology Officer, U.S. Fish and Wildlife Service (Service) in June 1998. In this capacity, Mr. Henne
is the senior advisor to the Service's Directorate on the full range of business management activities.
He oversees the day-to-day activities of the Service's Divisions of Engineering, Contracting and
Facilities Management, Information Technology Management, Financial Management, Economics,
and Safety, Security and Aviation at the national level. In August 1996, Mr. Henne was appointed
Acting Assistant Director - Policy, Budget and Administration as the senior advisor/manager for the
above mentioned divisions and offices plus the Divisions of Personnel Management, Budget, Policy
and Directives Management, and administration of the Service's two Job Corps Civilian
Conservation Centers.
