ATLANTIC LOGGERHEAD TURTLE RECOVERY TEAM STAKEHOLDER MEETING OVERVIEW On 8-9 April 2003, the Atlantic Loggerhead Sea Turtle Recovery Team held a meeting with representatives from a diversity of stakeholder groups at the National Marine Fisheries Service’s headquarters in Silver Spring, Maryland. The purpose of the meeting was to exchange information and discuss the Atlantic loggerhead recovery planning process, major threats to the species, and stakeholder concerns. Team members gave presentations on the recovery planning process, loggerhead life history and biology, the use of recovery units in recovery planning, population trends for proposed loggerhead recovery units, the Team's efforts to date to develop a threats analysis, and the need for the development of recovery criteria by recovery unit. Forty-one of the more than 125 stakeholder representatives invited to the meeting were in attendance, including representatives from fishing industries, fisheries management councils, conservation organizations, academia, State conservation agencies, County governments, U.S. Coast Guard, U.S. Army Corps of Engineers, Minerals Management Service, and Department of Defense. Breakout sessions generated valuable discussions about threats to the species and recommendations for potential recovery actions. The first day’s breakout session gave stakeholders an opportunity to comment on the presentations given by the recovery team during the morning, particularly on the team’s proposal to designate recovery units for the Atlantic population, the population trends assessment, and the threats analysis. The second day’s breakout session divided stakeholders into three groups: Terrestrial, Marine (Fisheries), and Marine (Non-Fisheries). Stakeholders participated in the group in which they felt they had the most expertise. Stakeholders were asked to recommend approaches to reduce identified threats to loggerhead turtles in each of the breakout categories and to identify the potential economic, political, and conservation ramifications of these approaches.
