Step A: Preplanning (Completed)

What is preplanning?

An overview of what will be encountered in the planning process and how to "plan the plan." Many preplanning tasks are occurring at almost the same time, with frequent interplay among them.

Preplanning Steps:

  1. Establish the Planning Team
  2. Identify Refuge Purpose(s), History, and Establishing Authority
  3. Identify Planning and Compliance Requirements and Special Designations
  4. Identify the purpose and Need for the Plan
  5. Identify the Planning Area and Data Needs
  6. Review all Available Information, Plans, Data, Maps, and Data Standards
  7. Draft a Vision Statement and Goals
  8. Internal Scoping
  9. Public Involvement/Outreach Planning
  10. Develop a Work Plan/Planning Schedule
  11. Create a Planning Record

A. Preplanning: Plan the Plan

B. Initiate Public Involvement & Scoping

C. Review Vision Statement and Goals and Determine Significant Issues

D. Develop and Analyze Alternatives, Including the Proposed Action

E. Prepare Draft Plan and NEPA Document

F. Prepare and Adopt Final Plan

G. Implement Plan, Monitor, and Evaluate

H. Review and Revise Plan
