1. Establish the Planning Team

3. Identify Planning and Compliance Requirements and Special
Designations
4. Identify the Purpose and Need for the Plan
5. Identify the Planning Area and Data Needs
6. Review all Available Information, Plans, Data, Maps, and Data
Standards
7. Draft a Vision Statement and Goals
8. Internal Scoping
9. Public Involvement/Outreach Planning
10. Develop a Work Plan/Planning Schedule
11. Create a Planning Record

E. Prepare Draft Plan and NEPA Document
