Biologist Clay Stern displays his Certificate of Merit.
It reads, "in recognition of notable services that
have assisted in furthering the aims and functions of
the Coast Guard."

New
Jersey Field Office Contaminants Biologist Clay Stern
attended an award ceremony on June 20, 2005 in Philadelphia
to receive the U.S. Coast Guard Certificate of Merit. Mr. Stern
serves as the Field Response Coordinator for the New
Jersey Field Office and was recognized for his outstanding
service to the Philadelphia Area Committee and Sector Delaware
Bay response efforts. He provided critical, hands-on oversight
for the wildlife recovery and rehabilitation efforts, and adeptly
directed the coordinated efforts of U.S. Fish & Wildlife
Service and U.S. Department of Agriculture personnel, wildlife
rehabilitation contractors, and more than 200 volunteers. Moreover,
Mr. Stern provided direct-line technical support to the Unified
Command on sensitive area and endangered species issues, as
well as contaminant issues related to oil toxicity and the proposed
uses of chemical countermeasures. The Coast Guard specifically
stated that "Mr. Stern's leadership in identifying and
developing response protocols to protect environmentally sensitive
areas throughout the Delaware River Region proved to be the
foundation of the port community's successful response to a
major oil spill from the tank ship ATHOS
I. Mr. Stern's proactive involvement in environmental pre-planning
efforts can be directly credited with helping the port to avert
an environmental catastrophe when the Cypriot-flagged tank ship
ATHOS I spilled
265,000 gallons of heavy Venezuelan crude oil into the Delaware
River." It is especially gratifying to see another federal
agency recognize a U.S. Fish & Wildlife Service employee
who has demonstrated the U.S.
Department of the Interior "Communication, Consultation
and Cooperation, all in the service of Conservation"
philosophy. Congratulations to Clay Stern!
