Comprehensive Conservation Plans (CCP) are long term management plans that guide all aspects of refuge management. Once completed, the CCP will provide the framework for management for 15 years.  The planning process will take 3 – 5 years and will include an Environmental Impact Statement. The National Environmental Policy Act (NEPA) includes specific requirements for public involvement and process.
