The mission of the Services' Migratory Bird Program is to conserve migratory birds and their habitats for future generations through careful monitoring and effective management.

Located entirely within the Atlantic Flyway, the Northeast Region is a major component within this one of only four North American migratory bird pathways. Diverse ecosystems such as the Chesapeake Bay, Connecticut River Watershed, New England Coasts, and the Atlantic Northern Forests provide birds with stop over habitat rich in food, shelter, and space and are considered among the best birding and waterfowl hunting locations in North America.

The Northeast Division of Migratory Birds works with states and many partners to:

  • Gather population information on bird species and their habitat needs

  • Develop and implement needed conservation actions

  • Develop annual hunting framework regulations to ensure healthy game populations

  • Administer the Federal permit program for migratory birds

  • Develop integrated all-bird planning and implementation of habitat conservation

  • Promote public awareness of the importance of bird conservation
