Flyway CouncilsThe U.S. Fish and Wildlife Service, Canadian Wildlife Service, and state and provincial game management agency officials serve on the Atlantic Flyway Council to direct the hunting regulation process in the U.S. and Canada. A flyway technical committee, comprised of biologists from state and provinces, makes recommendations to the council based on yearly bird status, harvest, and hunter participation data.
