Developing a Comprehensive Conservation Plan usually takes several years to complete. This process can be divided into a series of steps. We are currently in Step 5.
Step 1: Scoping and Analysis

Step 2: Plan Formulation
Winter 1998 to Fall 2002

- U.S. Fish and Wildlife Service Review
Step 3: Publish Draft CCP
Winter 2002
- Distribute Draft CCP/EIS
- Open houses
- Gather public comments
Step 4: Publish Final CCP
Summer 2004
- Analyze comments
- Revise plan
- Distribute final plan
- Issue Record of Decision
Step 5: Implement Plan
Fall 2004 and beyond
- Begin plan implementation
- Prepare step down plans
- Acquire permits
- Take action
