The Planning Process

Developing a Comprehensive Conservation Plan usually takes several years to complete. This process can be divided into a series of steps. We are currently in Step 5.

Step 1: Scoping and Analysis
Summer 1996 to Fall 1998

  • Open houses
  • Issues workbook distributed
  • Technical workshops
  • Planning updates distributed
  • Coordinate with State and Tribe
  • Hydrological modeling
  • Wetlands analysis
  • GIS mapping

Step 2: Plan Formulation
Winter 1998 to Fall 2002

  • Development of alternatives
  • Continue gathering public input
  • Coordinate with State and Tribe
  • U.S. Fish and Wildlife Service Review

Step 3: Publish Draft CCP
Winter 2002

  • Distribute Draft CCP/EIS
  • Open houses
  • Gather public comments

Step 4: Publish Final CCP
Summer 2004

  • Analyze comments
  • Revise plan
  • Distribute final plan
  • Issue Record of Decision

Step 5: Implement Plan
Fall 2004 and beyond

  • Begin plan implementation
  • Prepare step down plans
  • Acquire permits
  • Take action
