Hispanic Employment Program Manager’s Council

Of Greater Denver Metropolitan Area

(HEPM)

Bylaws 

Article I

Name  

Section 1.         The name of the Council is the Hispanic Employment Program Manager’s Council of Greater Denver Metropolitan Area, hereinafter referred to as the Council.

 Article II

Operating Authority 

Section 1.         The Hispanic Employment Program (HEP) is an integral part of the Federal government’s EEO program. Presidential Directive on November  5, 1970; operative under Executive Order 11478 and Public Law 92-261 established the HEP. Specific Implementation procedures for this program are outlined in the Code of Federal Regulations 5 (CFR), Parts 713-18 and 713-23. This Council is sponsored by and has full support of the Denver Federal Executive Board in effectuating the Spanish Speaking Program (See CSC Area Letter 713-2, July 14, 1975; title change to Hispanic Employment Program, February  28, 1978. 

Article III

Purpose 

Section 1.         The purpose of this Council of this Council is to assure and promote equal employment  opportunities for Hispanic Americans in all aspects of federal  employment. 

Article IV

Objectives  

Section 1.         Objectives of the Council are:                       

A.                 Provide a medium for exchange of ideas and suggestions to improve and increase employment of Hispanic Americans within the Federal system;

B.                 Undertake special projects and activities aimed at enhancing the status of  Hispanic Americans in the Federal workforce and the Federal workforce and the community at large; 

C.                 Foster a positive image of federal service within the Hispanic American community.                        

D.                 Supplement the EEO and related training of HEP managers where adequate training has not been provided; 

E.                  Development a network of mutual support among HEPMs for the purpose of information exchange regarding career enhancement and employment opportunity; and 

F.                  Develop a cooperative approach to the problems of recruitment, hiring, and promotion of Hispanic Americans within Federal government. 

Article V

Membership 

Section 1.        Membership in the Council is open to Hispanic Employment Program Managers in the   Greater Denver Metropolitan Area, or their officially designated representative. 

Article VI

Officers and Duties of Officers 

Section 1.         The Officers of the Council shall be Chair, Vice-Chair, and Secretary  

Section 2.         Duties of Officers:

                        Chairperson:     The chairperson shall act as the spokesperson for the Council and shall preside at all meetings; assume the responsibility for the overall coordination of the organization, and assignment of duties to members and officers.  The chairperson shall appoint appropriate coordinators and/or special committees.                       

                        Vice Chairperson:   The Vice Chairperson shall assume all responsibilities of the Chairperson in his/her absence. 

                        Secretary:    The Secretary shall transcribe and submit minutes of all meetings and shall maintain files of all correspondence and activities of the Council. The Secretary shall maintain an updated list of all HEP members.  

Article VII

Election and Term of Office 

Section 1.         The term of offices shall be for two years, beginning October 1, of the first year and ending in September 30, of the second year. 

Section 2.         Nominations will be accepted from the floor during the August meeting. 

Section 3.         The election of Officers will be conducted at the August meeting and elected officers will assume their duties at the October meeting. 

Section 4.         For voting purposes an eligible member is an HEPM or designated representative who has attend at least two of the bimonthly council meetings during the fiscal year. 

Article VIII

Meetings 

Section 1.         Bimonthly Council meetings will start in October on the second Thursday, and every other month thereafter. Any participating agency may host the monthly meeting.  

Section 2.         The Chairperson may call special meetings, as necessary and appropriate. 

Section 3.         Five active members shall constitute a Quorum. Any member who has attended thirty three percent of the meetings shall be considered an active member.  

Article IX

Committees 

Section 1.         The chair may appoint ad hoc committees as needed.  

Article X

Parliamentary Authority 

Section 1.         Robert’s Rules of Order Newly Revised is the Council’s Parliamentary Authority when these bylaws do not preside. 

Article XI

Amendments 

Section 1.         Amendments to the Bylaws may be adopted at any regular Council meeting by a majority vote of the active members at the meeting. 

Section 2.         All proposed amendments should be submitted to the Council via written and/or oral report, no later than 30 days before the meeting at which they are to be considered. The Council shall have the opportunity to debate, and decide on the acceptance of amendment(s) by vote.  

Section 3.         The Bylaws cannot be suspended even with the unanimous vote of the entire membership. 

Section 4.         All adopted amendments shall be come effective immediately and distributed to all members of the Council within thirty-30 days.
