Public Comment Sought on Draft
Environmental Assessment/ Restoration Plan for Tobico Marsh outside of Bay
City, Michigan Note: Because of the interruption to our web site, the closing date listed below is a 7 day extension of the original date. The Service is seeking public comment on a draft Environmental Assessment (EA) and Restoration Plan for Tobico Marsh, a 900-acre wetland near Bay City, Michigan. The EA considers three action alternatives and the required "No Action" alternative. Some highlights of the "preferred alternative" and plan include modifications to the flap gate at Tobico Lagoon, improvements to the existing culverts under Parish Road, and installation of additional culverts under Parish Road and Boutell Road. These improvements are designed to improve water flow through the marsh and reduce the cost of pumping water from Hadd Drain to Saginaw Bay. The other action alternatives considered included: a) periodic cleaning of the drain culverts and removal of sediment; and b) conducting the same maintenance on the culverts and improving the flap-gate that controls water flows between the marsh and Saginaw Bay. The "No Action" alternative would have made no improvements to the marsh or to the water flow structures. The Service is holding a meeting at 7

comments on the plan are welcome and can be submitted through In 1998, the Service, the State of Michigan and the Saginaw Chippewa Tribe, acting together as natural resource trustees, negotiated a settlement with General Motors and the cities of Bay City and Saginaw under a Natural Resources Damage Assessment (NRDA). The settlement provided for cleanup of contaminated sediments in Saginaw River, construction of boat launches and a nature park, and restoration of wildlife habitat in portions of the bay and river, including Tobico Marsh.
