Final Environmental Assessment for the City of Fulton
Transient Boating Facility on the Mississippi River,
Whiteside County, Illinois
The final Environmental Assessment (EA) for transient boating facilities at the existing City marina on the Mississippi River was approved on September 16, 2003 when the Finding of No Significant Impact (FONSI) was signed. The Proposed Alternative was selected which will construct 25 slips for transient boats greater than 26 feet in length and will upgrade the existing marina facilities including dredging, electric and water service, fuel dock, sewage pump-out, walkways, service building upgrades, and other associated amenities.A second alternative (Alternative C) that was considered would have constructed a new transient facility upstream from the existing City Marina near the site of the authentic Dutch Windmill. This proposed site would have consisted of 26 transient slips along with fuel and pumpout facilities and a marina service building. A "No Action" alternative (Alternative B) was also considered as required under the National Environmental Policy Act (NEPA). Under this alternative, the City Marina would have remained in its current condition and no transient facilities would be added.
The project is proposed by the City of Fulton, Illinois and the Illinois Department of Natural Resources for funding through the Boating Infrastructure Grant Program (Federal Aid in Sport Fish Restoration Act), administered by the U.S. Fish and Wildlife Service. Projects funded by the Service are required to comply with NEPA and other associated Federal requirements including the Historic Preservation Act and the Endangered Species Act.
