SUMMARY OF FINDINGS

The purpose of this memorandum is to provide information on the incremental economic impacts associated with the final critical habitat designation for the Tumbling Creek cavesnail (hereafter “cavesnail”), as described in the Final Rule.1 The March 2011 Economic Analysis of Proposed Critical Habitat Designation for the cavesnail (FEA) describes the incremental economic impacts associated with proposed critical habitat as described in the Proposed Rule.2 Because no changes to the designation of critical habitat were made in the Final Rule, economic impacts presented in the FEA are appropriately applied to the Final Rule as well.

 

Incremental impacts expected to result from the designation of critical habitat are limited to additional administrative effort to consider adverse modification in section 7 consultation. In total, these impacts are estimated at $50,100 in present value terms over the next twenty years, or $4,420 on an annualized basis (discounted at seven percent). Exhibit 1 below present estimated incremental costs of critical habitat designation (under both three and seven percent discount rates).
