All valid and timely entries will be processed through a computerized lottery program.
There is a cap on the number of lottery draws you can receive—3. However, if there are still spaces available after the lottery has run once, a secondary lottery will run to fill those spaces from all applicants for that date.
The program will first randomly select dates from which to run the daily lottery. For example, the program might randomly select January 1 as the first date to run. All the hunters that have selected that date will then go through a random selection. Then the program might randomly select November 24 and so on. For each date randomly selected, each person who selected that date is in the drawing, unless they have met their cap. This is ensure that everyone has an equal shot at the most desirable dates. If the lottery ran in order of dates, then those selecting early season dates could have their cap met by the time the late season picks are drawn. Randomly selecting the dates ensures everyone has equal chances and still rewards those selecting less desirable dates (making it more likely they will get the full cap and still be involved in any secondary drawings).
THE LOTTERY IS A STRAIGHT DRAW—THERE IS NO WEIGHTING OF HUNTING DATES. In other words, there is no 'first choice,' 'second choice,' etc. There is no advantage to applying by mail. In fact, you run the risk of us inputting your selections incorrectly. Also, the lottery entry fee for applying by mail will be $20 versus $12 for online entries due to the extra costs associated with entering entries by hand into the same database that conducts the lottery.
Each entrant will be emailed a their successful hunt date(s) with a number designating their order of blind selection for each date. Those applicants that did not receive a draw in the lottery will also be notified by email. The person with the lowest number present at the Hunter Check Station on the day of the hunt receives first choice of blind site. To ensure safety and promote high-quality hunting opportunities, each reservation holder is allowed a maximum of two guests for field blinds and three for slough blinds. After reservation holders have selected their hunting sites, unoccupied sites are filled by standby hunters according to an on-site drawing conducted at the Hunter Check Station.
The McNary NWR conforms to hunting season dates set by the Washington Department of Fish and Wildlife (WDFW). These dates should be posted on the WDFW website www.wdfw.wa.gov/wlm/game/seasons.htm by mid-August. Shortly after season dates are established, the 2014/2015 WDFW hunting pamphlets will be available at WDFW offices throughout Washington, as well as at many sporting goods stores and online. Note that since dates are not yet set, it is possible that some dates at the beginning and end of the season may change.
Each hunter may submit one entry with up to ten reservation dates for the 2014/2015 hunting season. Submission of multiple entries, or any other attempt to defraud the system, could result in all entries being rejected.
The McNary Headquarters (Fee Hunt) Unit is open for hunting three days per week—Saturday, Sunday and Wednesday—as well as Thanksgiving and New Years Day.
No adult reservations are accepted for the Youth Hunt Day, November 8, 2014.
Youths may apply for either the McNary or the Umatilla Youth Hunt, not both. Anyone entering both lotteries will have both entries rejected.
To apply for the Youth Hunt Day (Saturday, November 8, 2014), please apply online at www.fws.gov/mcnary/lottery/youth/. Duplicate entries will not be accepted. Youths must be 10- to 17-years-old to participate in this hunt, must have a hunter safety card, and must be accompanied by an adult companion at least 18-years-old (two companions per youth hunter will be allowed). Adults are not allowed to hunt. Because the purpose of the Youth Hunt Day is to provide young hunters the opportunity to receive guidance from experienced hunters, the maximum number of people per blind is four in one of these combinations: one youth, one adult; two youths, one adult; three youths, one adult; or two youths, two adults. Reservation and blind fees are waived for the Youth Hunt Day. Entries for the Youth Hunt Day will be accepted from now through 3:30 p.m., September 12, 2014.

There is a daily hunting blind fee for each hunter (reservation holder and standby recipients) and guest, payable at the time of the hunt, of $14. A season pass is available for $96 and may be purchased at the Hunter Check Station; this pass covers both McNary and Umatilla. There is no fee for hunters aged 15 years and younger. Holders of any America the Beautiful Senior or Access Card pay half price for hunt fees (either the daily hunt fee or the season pass).
All hunters must bring valid photo identification with them. Apart from being required under state law, we will be checking to ensure compliance with lottery rules.
The Hunter Check Station is located at the McNary NWR Environmental Education Center, not across from the Fee Hunt Unit entrance. The station will be staffed from 1-1/2 hours before legal shooting time until 8:00 am and from 11:00 am until 1:00 pm on scheduled hunting days. Please arrive when the station opens to select your blind. Hunters arriving late will have to hunt standby, or enter the on-site lottery.

Hunting results will be posted each Monday in an Excel file at www.fws.gov/mcriver/hunting.html for the previous week. We will make every effort to meet this deadline. However, occasionally there are delays for one reason or another. Calling and emailing will not get the results posted any faster.
Failure to follow these instructions exactly will result in your entry being rejected.

2) Duplicate entries disqualifies all entries. There is only one entry per person. You cannot submit multiple entries for the same day.
3) You can apply now, or come back later. Entries must be received by 3:30 p.m.m, September 12, 2014. Please note that payment must also be received by 3:30 p.m., September 12, 2014.
4) When filling in the lottery form, please do so as if you were doing so for mailing purposes. Correctly capitalize addresses, etc. For example: John Smith, 123 Main Street, Apt. 3, Anytown, Washington 99323, (509) 123-4567. Failure to do so could jeopardize your entry.
5) The address submitted on the entry form must match that on the hunting license and photo ID.
6) When you submit this entry, you will receive a unique entry number. Please include that number on your entry fee credit card payment or check.
7) The non-refundable entry fee is $12, $15 if you pay by check, $20 if you mail in an application. The lottery entry fee must be received by September 12, 2014.
