Subject: Changes to CITES Appendix-III
Background: Wildlife and plant species are listed by CITES Party countries in one of three Appendices, each of which provides a different level of protection and is subject to different requirements. Appendix III includes species that are unilaterally listed by a CITES range country to obtain international cooperation in controlling trade. Please see our April 20, 2005 public bulletin on Appendix-III permit and certificate requirements. CITES Notification No. 2007/007 issued February 2, 2007 announced listing changes to Appendix III by Ghana and South Africa.
Action: The trade community should be aware of the effective dates for the following Appendix-III listing changes.
Effective March 4, 2007, Ghana will remove 133 species of mammals, birds and reptiles from Appendix III. Please see Notification No. 2007-007 for the complete list of species or contact your nearest wildlife inspection office. Effective March 4, the United States will no longer require CITES documents for specimens that are exported or re-exported to, or from, the United States.
Effective May 3, 2007, South Africa will add Haliotis midae, perlemoen abalone, to Appendix III. All imports to, or exports or re-exports from, the United States on or after May 3, 2007 will require appropriate CITES Appendix-III documents.
