Changes to USFWS Declaration Form 3-177 and eDecs
Background:
The Service recently renewed the information collection approval for the
USFWS Declaration for the Importation or Exportation of Fish or Wildlife
(Form 3-177) through the Office of Management and Budget. As part of the
renewal process, the Service made several changes to the form and updated
the accompanying instructions. The substantive changes to the form include
a requirement to indicate if live wildlife is venomous and the voluntary
submission of additional business or individual identifier data.
The on-line form has been updated and is available at:
http://www.fws.gov/le/ImpExp/faqs.htm.
Hard copy forms are being printed and will be available later in March.
Therefore, the Service will delay mandatory use of the updated hard copy form.
The Service plans to make the necessary changes to eDecs on Sunday, March 4, 2007.
The system will not be available for use while the changes are made.
We anticipate having the system back on-line for use no later than
March 5, 2007.
Action:
The trade community should be aware of the changes made to Form 3-177 and the
accompanying instructions, as well as the various effective dates associated
with these changes.
Effective immediately, any trade members filing the hard copy of Form 3-177 are
encouraged to fill in and print out the updated on-line version. At this time,
use of the current form will be allowed until April 1, 2007. This date may
change depending on the availability of the printed Form 3-177.
Effective March 5, 2007, trade members filing through the eDecs system will use
the updated Form 3-177. The trade community should be aware that the system will
be inaccessible on March 4, 2007 while the changes are made.
