Estimated Dissemination Date: October - November 2006 Type of review: Influential About the Peer Review ProcessIn accordance with the requirements of the Office of Management and Budget’s Final Information Quality Bulletin for Peer Review and the Fish and Wildlife Service and National Marine Fisheries Service’s interagency policy to clarify the role of peer review in activities undertaken by the Service under authority of the Endangered Species Act of 1973 (Act), as amended, we will initiate peer review of the science relevant to the proposed rule to list six avian species: black stilt, caerulean Paradise-flycatcher, giant ibis, Gurney’s pitta, Socorro mockingbird, and long-legged thicketbird as endangered, pursuant to the Endangered Species Act of 1973, as amended (Act) and our use of said science. The Service will solicit comments from independent scientific reviewers who will submit individual comments in written form. Peer reviewers will be selected by the Service. The scientific peer review will run concurrently with public review. We anticipate receipt of reviews from a minimum of three peer reviewers. We will solicit reviews from experts who are willing to commit to providing an objective review within the needed time frame. Reviewers will be selected from specialists in the relevant taxonomic group and/or ecologists. We will avoid using individuals who have already expressed strong support or opposition to the petition and individuals who are likely to experience personal gain or loss (financial, prestige, etc.) as a result of the Service’s decision. No Service employees will be utilized for this peer review. The Service will provide each peer reviewer with information explaining their role and instructions for fulfilling that role. Deadline for receipt of reviews will be clearly stated. Peer review comments will be public documents; however, the attribution of comments to a specific reviewer will not be provided. Estimated Start Date of Peer Review: October/November 2006. The proposed rule was published November 23, 2006. About Public ParticipationWe will announce opportunities for public review in the Federal Register. The proposed rule was published November 23, 2006, comments and information must be received by February 20, 2007.
