When must timesheets be certified?
Timesheets need to be certified no later than noon (ET) the Monday after the pay period ends. If an earlier date is required due to holidays, your Human Resources Office will send out an email notice.

Can my “Acting” certify timesheets?
According to the Government Accounting Office, Manual for Guidance of Federal Agencies Title 6, Pay and Leave Allowances the T&A record must be approved by the supervisor or other equivalent official. Therefore, if the “Acting” is already in a supervisory position, he/she is authorized to certify timesheets. Otherwise, the T&A would need to be certified by the next higher authorizing official.

Why does an alternate certifier have no employees listed?
Only the primary certifier will have employees listed. If you are an alternate, you will log in as if you are the other certifier, then you will see the employees that are assigned to him/her.

Who do I contact to reset my password?
Contact your Password Administrator or Local Administrator.

What does ALC mean?
This alerts the certifier that leave may need to be advanced. In accordance with FWS Manual 226 FW 2 only Regional and Assistant Directors have the authority to approve advance leave.

Why can’t I certify the timecard?
The security in Quicktime will not allow the same person to perform the validation and certification functions. A different person must certify a timecard than the person who validated the timecard.

We are using Quicktime to approve leave and the supervisor is not available to approve it. Can the alternate certifier approve the leave request in Quicktime?
Yes, as long as the alternate certifier logs in to Quicktime as a “Certifier” then selects the primary certifier’s name. This allows the alternate to see what the primary would see if they were logged in to Quicktime.

The office has been closed due to weather; do employees need to request administrative leave?
No. Pay Code 061-Administrative Leave Weather does not require that a leave request be submitted.

How do I check my employees’ leave balances?
There are two ways to check an employee’s balances. First, after you have logged on to Quicktime as “Certifier” and selected your name, click on “Group Certify.” Your employees’ names will be displayed; click on an employee then on the “Leave” tab at the top of the page. Second, after you have logged on to Quicktime as “Certifier” and selected your name, click on “Reports” then select click on the arrow for the pop-up, click on refresh box ,and your employee names will pop up. Select the employee then “Leave Balances.”
