For all deer and turkey harvested on the refuge the hunter will immediately (prior to moving the animal) complete the hunting license information using 220 as the zone of kill and use the same number at the official state check station as zone of kill. -- Click here for more information
2009 Quota Deer Hunt Procedures
PAYMENT: $12.50 non refundable, non transferable per application, made payable to the USFWS. Money order or cashier check only
This year Quota Deer Hunt will be on a First Come basis. The first 900 applicants we receive through the US Postal Service, First class mail only (no federal express, priority mail, certified return receipts, etc…) per hunt will be given a permit for that hunt. All application(s) must be receive through the US Postal Service mail system. Absolutely, no hand delivering, faxing, walking in of applications/payments will be accepted.
1. Applications are available by visiting http://www.fws.gov/felsenthal. Or by visiting or calling Felsenthal at 870/364-3167. Applications can not be filled in and left at the office; you must mail your application(s)/payment(s) in by the US Postal Service using First class mail only.
2. Fill in required fields following the step by step instructions below. Read carefully!
3. Applications will be accepted starting (postmarked) on or after July 15, 2009.
4. Deadline to apply; postmarked on or before August 15, 2009.
5. You can only apply for one (1) hunt per refuge (i.e. Felsenthal or Pond Creek). Applying for multiple hunts on the same refuge will get all application(s)/all applicants rejected.
6. A GROUP hunt is a maximum of five applications, for the same hunt and the same refuge, in one envelope. You are authorized to pay with one money order or cashier check, if it’s for the same hunt and same refuge or pay individually. Make your money order or cashier check payable to USFWS.
7. Only place applications/payments for the same hunt and refuge (i.e. Felsenthal) in one envelope and place (Pond Creek, if applying) in another envelope. Do not combine applications and payments for different refuges/hunts in the same envelope. Mail them separately.
8. Illegible, duplicate, applying for more than one hunt per refuge, hand delivering, federal expressing, sending certified return receipt, faxing application(s), cash payments or no payment will be get all applications/applicants rejected.

Step by Step Instructions (read and follow carefully)
1. Name of Refuge: Indicate Felsenthal or Pond Creek, You are authorized to apply for both refuges (one hunt per refuge) but the application(s)/payment(s) have to be filled and mailed separately, if applying for both refuges.
2. Date of Application: The date you filled out the application. This date does not determine your acceptance date, it’s the date, we (Felsenthal) receive your application that determines if you are the first 900 applicants selected.
3.Legal Name: First, Middle and Last Name (must be exactly as indicated on your driver’s license.
Mailing address: Indicate both your physical (as indicated on your driver’s license) and your mailing address, if different
City, State, Zip: self explanatory
Area code/ phone: self explanatory (cell phones numbers acceptable)
E-mail address: If you do not have a e-mail, leave blank
4. Method: Select either Muzzleloader or Other (for modern gun hunt). All other choices (under drop down) menu DO NOT select

5. Hunt Date Choice: In Choice #1, enter the date of hunt (see below) that you want to hunt. (leave choices 2 thru 5 blank). Remember, you can apply for only one (1) hunt per refuge.
6. Hunt Location Choice: In CHOICE #1, choose either Felsenthal or Pond Creek -- (leave Choices 2 thru 5 blank).
7. Special Hunt: If applying for the Pond Creek Youth Hunt, choose Youth Hunt; all other choices NOT valid.
7a. Youth Age: Indicate age at time of the hunt

9. Mail application(s) and payment(s) to:

Upon receipt of your application(s) and payment(s), your application(s) will be stamped with the date Felsenthal received it. If you are one of the first 900 applicant(s) for that applied for that hunt, you will receive a permit in the mail. If you are not, you will receive your application(s) and payment(s) back.
Any application(s) that is rejected will be returned, giving you another opportunity to get selected for that hunt; as long as it falls within the July 15th – August 15th dates. So, read carefully and GOOD LUCK!
