Section 7 Consultation Program

Proactive Conservation Efforts by Federal Agencies

Section 7(a)(1) of the Endangered Species Act directs all Federal agencies, in consultation with the Service, to utilize their authorities to carry out programs for the conservation of endangered and threatened species. This section emphasizes the role of all Federal agencies in the recovery of listed species.

Avoiding Adverse Effects of Federal Actions

Section 7(a)(2) of the Endangered Species Act directs all Federal agencies, in consultation with the Service, to ensure that their actions do not jeopardize listed species or destroy or adversely modify critical habitat. Federal actions include funding, licensing, permitting, authorizing, or carrying out activities under their jurisdictions.

The UCFWO works with multiple Federal agencies to complete ESA section 7 consultations on over 14 listed species and designated critical habitats within northern Idaho and eastern Washington. Federal agencies include the U.S. Forest Service, Bureau of Land Management, Bureau of Reclamation, FERC, U.S. Army Corps of Engineers, Federal Highway Administration (Washington Department of Transportation and Idaho Transportation Department), and NRCS.
