The U.S. Fish and Wildlife Service considers hunting to be an important wildlife management tool to control species that might otherwise exceed the carrying capacity of their habitat. This could threaten the well being of other wildlife, and may even impact human health and safety.
Establishing the regulations that determine hunting and fishing seasons and locations, and the species that can be hunted and fished, is the responsibility of each state. However, under Federal law established by international treaties with Canada, Mexico and other countries with whom we share migratory birds, the Service has ultimate responsibility for regulating migratory bird hunting nationwide.
