Comprehensive Conservation Planning
Deer
Flat National Wildlife Refuge (NWR), one of the over 550 National
Wildlife Refuges in the U.S., has embarked on an important multi-year
process to develop a Comprehensive Conservation Plan (CCP) for the
Refuge. The CCP will guide Refuge management and public use for
the next 15 years.
The National
Wildlife Refuge System, managed by the U.S.
Fish and Wildlife Service, is the world's premier system of
public lands and waters set aside to conserve America's fish, wildlife
and plants. Since President Theodore Roosevelt designated Florida's
Pelican Island as the first wildlife refuge in 1903, the System
has grown to more than 150 million acres and over 550 National Wildlife
Refuges.
Every refuge is established for a purpose and every refuge is to
be managed to achieve its purpose. The purpose for Deer Flat Refuge
is to provide a refuge and breeding grounds for migratory birds

A CCP is a long-term plan that ensures we manage a refuge to achieve
its purpose in accordance with the policies and mission of the National
Wildlife Refuge System. Once completed, the Deer Flat National Wildlife
Refuge CCP will be the blueprint we will use to improve Refuge conditions
and manage fish, wildlife, plants, and recreation over a period
of 15 years.

Future Comment Periods
The final formal comment period in this planning process will occur
in Spring 2012 when the draft CCP/EIS will be released for public
review.
Preliminary Draft Alternatives
During June and July 2011, we completed a second round of scoping,
seeking the public’s feedback on the Preliminary Draft Alternatives.
We received over 200 comments and will use ideas from these comments
when revising the preliminary draft alternatives and starting to
draft the CCP. Planning Update 4 summarizes
some of the comments we heard on preliminary draft alternatives
that will result in changes to the action alternatives.
Scoping Period
The first round of Public Scoping, which provided the first opportunity
for public comment in this process, ended September 10, 2010. We
received over 800 comments during that period (see
for summaries). We used ideas from those comments, as well as
best available science, to develop the preliminary draft alternatives.
