Abstract:

A Coordination Area is an area administered as part of the National Wildlife Refuge System and managed by the state under cooperative agreements between the service and a state fish and wildlife agency. Region 6, (Mountain-Prairie Region) of the U. S. Fish & Wildlife Service (USFWS) coordination areas totaling 30,905.73 acres located in 5 States (CO, MT, ND, UT, and WY) according to the Annual Report of Lands Under Control of the U.S. Fish & Wildlife Service (2005). Note that CDL is a three letter literal used to identify "Desert Lakes Waterfowl Management Area", located in the state of Utah. Data used to locate this boundary was obtained from the USFWS Realty program.

Purpose:

The intended application of the data is to serve as a spatial reference of coordination boundaries for use with other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes.

In the Division of Realty files, all of the coordination area files were located and searched for legal descriptions and establishing cooperative agreement documentation on their establishment. Parcels that matched the coordination area documentation were selected using the legal descriptions and PLSS data sets in ArcMap 9.1. In most cases, the PLSS data and legal descriptions matched exactly. There were several cases, however, where additional manipulation of the PLSS data was needed to further drill down to get the legal description to match the parcel boundary size. In some cases, 5 acre parcels were described in the legal description, but parcels in the original quarter-sections (160 acres) file were not fine enough to capture the legal accurately. To solve this issue, an extension called "Make quarter Sections" (see description below) was used within ArcView 3.3. This extension/script takes a shape file of rectangles and divides each rectangle into a) 1/4s; b) 1/4, 1/4s; or c) 1/4, 1/4, 1/4s. This allowed parcels of 5 acres to be created. In two cases, DRG and DOQQs were used as the base map for heads-up digitizing the boundaries. Both of these areas are very small in size. The LSIS data base for Utah was used to compile this coordination area. Per the Realty files, there are two different sources for the land that are known as the Desert Lake Waterfowl Management Area. Public Land Order 4170, published in the Federal Register on March 4, 1967 withdrew 880 acres from the public domain. These areas are noted under the Source field in the data table as PLO 4170. The other source for land in this coordination area was purchased under Authority of Section 8 of the Colorado River Storage Projects Act for wildlife conservation purposes. The page in the file listing all tracts purchased as of October 8th 1969, as noted by a stamp on the document, referenced a set of tract maps, also located within the file, and contained corresponding legal descriptions matching data from the LSIS data base with one exception. Two of the quarter sections were cut to correspond to the tract maps on file. Specifically, the quarter sections are the north half of the NW 1/4 of Section 9, T17SR10E. The description on the tract maps reference a "Dolf-Axelson Wash" as the dividing line between tracts. Unable to find this "wash" on other reference maps within the file to guide in the splitting of polygons, so a Streetmap data layer provided by ESRI, containing a "Timothy Wash" in the same vicinity was used as the dividing line to cut the polygons.
