Abstract:
This data set indicates the nature of land ownership (relative to the Refuge System) within the National Wildlife Refuge approved acquisition boundary. An approved acquisition boundary delineates an area that has been approved for inclusion in a National Wildlife Refuge. However, approval does not necessarily indicate that any inholdings (areas coded as "i" in the polygon "STATUS" item) that fall within the boundary will be acquired by USFWS.
Purpose:
The intended application of the data is to serve as a spatial reference for other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes.

Appropriate lines from a previously existing coverage containing the Chase Lake National Wildlife Refuge Approved Acquisition Boundary were converted to an ESRI shapefile using "Feature Class to Shapefile" from ArcToolbox in ArcCatalog. The ownership tracts were screen-digitized in the shapefile with the "Cut Polygon" editing feature of ArcMap, and attributed, using Realty Division analog status maps geo-referenced in ArcGIS ArcInfo version 9.2 after scanning to a "JPEG" file with a Altek Corp. Colorscanner III scanner using Vidar Systems Corp. TruScan2 version 1.2.4.5 scanning software. The shapefile was put to an ArcInfo coverage containing arc and polygon items consistent with the land status parcel geometry. The resultant coverage was created from the "arc" command line using "shapearc," "clean," "regionpoly," and "routearc" commands, run through quality control procedures, and re-projected to create this data set. The precision was set to "double precision," "dangle length" set to .1, and "fuzzy tolerance" set to .0001. Polygons were checked for label errors with the Arc "labelerrors" command. The coverage was converted to shapefiles named cslbndpline83 and cslbndply83 from the "arc" and "polygon" coverage features. The polygon item "ARC_ACRES" was populated using a numerical expression with the Arcedit “calculate” command.

This data set contains land ownership status relative to the Refuge System for the tracts encompassed by the Chase Lake National Wildlife Refuge approved acquisition boundary.
Entity_and_Attribute_Detail_Citation:
See Draft SOP 97-01, USFWS Lands Boundary Data (Last Revision: January 15, 1998)): this SOP document outlines procedures to standardize creation of a resource-level boundary layer for the Service and provide attribute guidelines for creating shapefiles. However, SOP 97-01 is being replaced by the Cadastral Geodatabase, which contains the boundaries and land status data for the USFWS land and water holdings. The Cadastral Data Working Group is developing a Users Manual (aka Data Dictionary) which will describe the Geodatabase in detail and provide instructions on how to use it.
The parameters of the arc and polygon items named "NWRNAME" have been amended to accommodate the full name of the refuge. A code of "999" in the pat- item named "TRACTNO" is not a tract number; rather, it is a place holder that indicates an inholding or an area of uncertainty (i.e., a code of "u" for the polygon "STATUS" item) within the approved acquisition boundary. The "ARC_ACRES" pat-item contains the acreage of each tract (polygon). The pat-item "ENCUMBRANCE" has been added by Region 6 GIS & Mapping Branch. Polyline shapefiles (i.e., bndpline_27) conform to the same attribution applied to polygon shapefiles (i.e., bndpoly_27). Polyline shapefiles also include an additional attribute labeled "BOUNDARY" which is defined as the "Type of boundary" specified by the USFWS Realty Division.
