Abstract:

National Wildlife Refuges are federal lands managed by the U.S. Fish and Wildlife Service (USFWS). The primary source for boundary information is the USFWS Realty program (status maps, legal surveys) and county records (deeds and legal surveys).

Purpose:

The intended application of the data is to serve as a spatial reference of refuge boundaries for other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes.

Supplemental_Information:

Data are available both in the UTM projection described herein, and in geographic coordinates.

Refuge data were developed with ESRI's ArcInfo version 7.2.1 Patch 2 software on a PC running WINDOWS NT version 4.0 (Build 1381: Service Pack 6) operating system.

Arc and polygon item values are rechecked by data entry staff for omissions and accuracy.

Logical_Consistency_Report:

Digital legislative boundary lines were overlain on DRG (USGS 7.5' topo. quads) on screen for a spatial reference while the lines were compared to source materials for completeness. Software capabilities were used to ensure arcs have no dangling nodes and intersection errors and to check polygons for label errors.

Completeness_Report:

Arcs that represent the entire legislative boundary were input. Line work was checked for omissions. A plot of the digital file was sent to the refuge manager for inspection and comments.

In ArcEdit, a copy of the coverage (South Dakota National Wildlife Refuges acquired boundaries) was overlain on a background DRG image (composed of individual U.S.G.S. 7.5 minute topographical quadrangles with the collars clipped and the quads. merged). Coincident lines in the acquired boundary that could be used to construct the legislative boundary were saved; lines that could not be obtained from the acquired boundary were either digitized from the DRG or constructed from the acquired boundary lines. The original acquired boundary line and polygon items were dropped, and legislative boundary items were added and populated. The coverage was rebuilt for topology.

A "legislative" refuge boundary defines an area that is approved for acquisition by the National Wildlife Refuge System, or has been acquired as fee or easement. See Service Lands Boundary Data SOP under "Labeling Files and Geographic Features - Legislative Boundary" (in process 1) for information on arc and polygon items and item values. Polygon items in addition to those referenced in the SOP include: ARC_ACRES (replaces SOP ACREAGE item). REC_ACRES (acreage for the entire area managed as a refuge - on file in Realty Office). METHOD aat item contains a code for the data source used to construct the lines; METHOD codes are as follows: DRG (digitized from digital raster graphics); GRD(obtained from HAPET acquired boundary coverage- GRD lines were coded by HAPET; if desired, contact HAPET for GRD code explanation); con_GRD (lines constructed in ArcEdit from GRD-coded lines). METHOD polygon item has similar codes.
