National Wildlife Refuges are federal lands managed by the U.S. Fish and Wildlife Service (USFWS). The primary source for boundary information is the USFWS Realty program.

Purpose:

The intended application of the data is to serve as a spatial reference of refuge boundaries for other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes.

Supplemental_Information:

Data are available both in the UTM projection described herein, and in geographic coordinates.

Refuge boundary data were compiled for resource applications. It is inappropriate to use this data in legal situations, or other applications where spatial error cannot exceed the USGS 7.5' mapping standards. This data is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes. An approved acquisition boundary delineates an area that has been approved for inclusion into a National Wildlife Refuge. However approval does not necessarily indicate that the entire area inside this boundary has been (or ever will be) acquired by U.S. Fish and Wildlife Service. There are discrepancies in the Public Land Survey System (PLSS) data (that was referenced for this project) between the U.S.D.O.I. Bureau of Land Management, U.S. Geological Survey, and U.S. Fish and Wildlife Service as follows: Size and shape of sections 7 and 18 T. 3 N. R. 21 E.; Regarding the common section corner between sections 13 and 24 (on West section line) T. 3 N. R 20 E. - there is a small jog in the PLSS on the DRG, but no jog on PLSS from other sources. Resolution of these questions is outside the scope of this project.

Refuge data were developed with ESRI's ArcInfo version 7.2.1 Patch 2 software on a PC running WINDOWS NT version 4.0 (Build 1381: Service Pack 6) operating system.

Arc and polygon item values are rechecked by data entry staff for omissions and against the original data for accuracy.

Logical_Consistency_Report:

Digital refuge boundary lines were overlain on DRG (USGS 7.5' topo. quads) on screen and compared for accuracy; digital boundary was compared to source material for completeness. Software capabilities were used to ensure arcs have no dangling nodes and intersection errors and to check polygons for label errors.

Completeness_Report:

Arcs that represent the entire approved acquisition boundary were created. Line work was checked for omissions. A plot of the digital file was sent to the refuge manager for inspection.

Using ArcEdit, the PLSS was screen-digitized from the DRG; some portions of the digital boundary were created directly from the PLSS, while other portions were created using ArcEdit construction commands to create aliquot parts from the PLSS. Arc and polygon items were added and populated. The projection was defined, and the coverage was built for topology.

An approved acquisition boundary defines an area that is approved for acquisition into a National Wildlife Refuge or has been acquired as fee or easement. See Service Lands Boundary Data SOP under "Labeling Files and Geographic Features - Legislative Boundary" (in process 1) for information on arc and polygon items and item values. Polygon items in addition to those referenced in the SOP include: ARC_ACRES (replaces SOP ACREAGE item), REC_ACRES and METHOD (these two items are no longer considered applicable, and therefore are not populated - however, the items are being retained to maintain consistency with coverages created previously that contain these items). METHOD aat item contains a code for the data source used to construct the line - a code of "DRG" = a line created from either screen- digitizing the digital boundary data directly from PLSS on the DRG or created by constructing aliquot parts from the PLSS.
