Property information was acquired and consolidated by USFWS personnel in the Lafayette, LA, Field Office. The FmHA project boundaries were transferred from 8.5" by 11" black-and-white copies of various maps (e.g., soil maps, 15-minute USGS topographic quadrangles, survey plat maps, etc.) to mylar overlays of 7.5-minute USGS topographic quadrangles. The final map file contains the following fields of information for each FmHA project: FmHA number, Quad name, Parish name, property owner, easement acres, fee title transfer (FTT) acres, easement manager, and FTT manager. Due to the extremely small size of some conservation easements, the entire ownership was digitized with the interior lines showing the easement boundary. This was necessary in order to display the tract when using small-scale maps for landscape planning purposes. Users are cautioned to be extremely careful interpreting boundaries on individual tracts. When attributes cannot be visually verified on plots they are interactively queried and verified on screen. In addition, the attributes are compared against a master set of valid attributes. 2.2 Logical Consistency Report: ARC/INFO software is used to create and maintain topological relationships between features. There are no duplicate features, but coincident lines are maintained between data layers where appropriate. Polygonal features begin and end at the same point, contain no overshoots or undershoots, and contain a single label. In 1998, per instructions from the USFWS, one property was modified to eliminate overlap between the FmHA property and a Wetlands Reserve Program property. Source maps used for transfer were of various scales and quality, and included copies of USGS 15-minute topographic quads, plat maps, soils maps, parish road maps, conservation plan maps, etc. The mylar overlays were manually digitized using an Altek Datatab digitizer to capture the data at a resolution of at least 0.001 inches. Four control points corresponding to the four corners of the quadrangle were used for registration during data collection. Features continuing onto adjacent quadrangles were adjusted to intersect the boundary at a common, coincident node. Attributes were assigned as the data were digitized, or in an editing session after the digitizing was completed. All map files in the study area were joined into a single map file. Neat lines were removed and attributes and arcs along map edges were verified. The map file was geographically compared to other property data layers being developed for the USFWS. A table which contains additional data on each FmHA property was created and merged into the final map files.
