Purpose:

The intended application of this data is to serve as a spatial reference of refuge boundaries for resource grade applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes.

Process_Description:

This coverage was created using a variety of methods, one of which was integral to its completion. The entirety of this layer was developed on-screen using "heads-up" digitizing in Arcview 3.0. Digitizing was carried out using USGS digital raster graphics (DRGs) as a controlled base. Ancillary data supporting the digitization of the proposed areas of expansion for the Shiawassee National Wildlife Refuge was provided by engineering schematics of land ownership, at scales between 1" ~ 400 ft to 1" ~ 800 ft. From the schematics, delineations made by USFWS staff in reference to the proposed areas of expansion could be, in most cases, closely matched to corresponding boundaries, artificial and natural, as depicted on the DRGs. Where strong correlation could not be determined the boundaries were 'guestimated' using segment length estimations, provided in Arcview, and other intuitive means. Existing refuge boundaries were digitized, on-screen, from the DRG reference, exactly as they appeared. This dataset was originally referenced to SPCS zone 6401 NAD27, but was later reprojected to UTM zone 17 NAD83 using the Projector! extension in ArcView 3.2. The reprojected dataset was rechecked using the DRG mosaic.
