Abstract:
This geo-dataset represents the legislatively approved boundary of the Gravel Island National Wildlife Refuge through the ending date given in the Time Period of Content. The legislative boundary is defined in U.S. Fish and Wildlife Service Standard Operating Procedure 97-01 as "The extent of actual and potential federal ownership within an area delineated in a Final Environmental Assessment document, or, in those cases where an area of potential acquisition has not been delineated, the extent of actual federal ownership, established management agreements or easements."
Purpose:
The intended application of this data is to serve as a spatial reference of refuge boundaries for other data layers in GIS and mapping applications. It is specifically not intended to be used as a land survey or representation of land for conveyance or tax purposes.

Process_Description:
The entirety of this layer was developed on-screen using "heads-up" digitizing in Arcview 3.1. Each feature was visually corrected by comparison with the paper maps of the refuge and the use of a USGS digital raster graphics (DRG) mosaic as a controlled base. Standard operating procedures were followed by using the zoom function to magnify basemaps to 1/5000 while digitizing. Once all sections were topologically correct, they were attributed and saved as Shapefiles. Upon completion, a printed version of the boundary was examined and approved by both the refuge manager and the USFWS Region 3 Division of Realty. This process was performed by the University of Minnesota in cooperation with the USFWS.
