ABSTRACT:
The purpose of this document is to provide guidance to state and federal natural resources
trustee agencies (Trustees) and parties responsible for oil spills or other pollution events
(Responsible Parties) on how to: 1) initiate a cooperative natural resource damage assessment
(NRDA) during an oil spill, and 2) move from the initial chaotic phase of response to a
cooperative injury assessment as soon as possible. Although this document focuses on marine
oil spills, the concepts expressed here could be used for any other incident requiring a NRDA.
