Under Section 4 of the Endangered Species Act, Candidates are species that warrant protection but whose listing is precluded by higher workload priorities. The U.S. Fish and Wildlife Service has developed programs to conserve and recover candidate species awaiting ESA protection.

Through Candidate Conservation Agreements and Candidate Conservation Agreements with Assurances the U.S. Fish and Wildlife Service works in partnership with public agencies, private organizations, and landowners, to:

  • remove or reduce threats to candidate species;
  • protect or enhance populations and habitats;
  • restore degraded habitats or;
  • undertake other activities on their lands to improve the status of candidate species.

Candidate Conservation in the Chesapeake Bay Field Office

  • Funded MDNR status survey for Kenk’s amphipod (Stygobromus kenki)
  • Candidate Conservation Agreements with US Forest Service :
    • Cow Knob salamander (Plethodon punctatus)
    • Peaks of Otter salamander (Plethodon hubrichti)
