NMBCA INSTRUCTIONS ON APPLYING THROUGH GRANTS.GOV

This year, all applicants must apply through Grants.gov.

First, familiarize yourself with the guidelines and other guidance on this website:
Before you start to fill out the application, you should familiarize yourself with the Proposal Application Instructions, proposal format, and Grant Administration Standards and Assistance Award policies. These contain detailed information on application requirements and other legal and administrative matters. You will need to attach application documents (12-page proposal, partner contribution letters and SF-424 assurances) to your Grants.gov application.

Second, make sure that you are registered in Grants.gov:
Registering in Grants.gov requires  several preliminary steps.  First your organization must have a Dun and Bradstreet number (DUNS).  After acquiring a DUNS number, you will then need to register in the System for Award Management (SAM). Lastly you are now ready to register in Grants.gov.

Third, after evaluating and initiating the second step, you should prepare your proposal, using the prescribed proposal format.
Fill in all sections of the proposal format. When you apply in Grants.gov you will need to attach your 12-page proposal, your signed Partner Contribution Statements and your SF424 Assurances (either Assurances Non-construction Programs: SF424B or Assurances Construction Programs: SF424D).  These document(s) will be uploaded in Box 15 as part of your Grants.gov application package (see the “Add Attachments” button on the web form).  In addition, we recommend that you submit all application materials as one single PDF file to: neotropical@fws.gov. Please include the proposal title in the subject line of this email. Your official application, however, is the package submitted through Grants.gov.

Finally, apply through Grants.gov:
Go to http://www07.grants.gov/search/basic.do. In the “Search by CFDA Number” insert “15.635”. This is the CFDA number for the Neotropical Migratory Bird Conservation Act.  All applicants, EXCEPT the U.S. Fish and Wildlife Service, are required to submit a completed Application for Federal Assistance (SF-424)via Grants.gov. Your Grants.gov application is the equivalent of Standard Form 424.  If there is a Grants.gov system outage on the application deadline, you must submit your complete application to us via an email to neotropical@fws.gov before the deadline.
