Several members were on vacation and several were unclear as to time for meeting so an insufficient number were present to hold a EXCOM meeting. However, those present discussed the following;

Update on the ANSTF meeting: ANSTF meeting held in Vicksburg. The ANSTF has identified green crab and culerpa as aquatic nuisance species. The green seaweed culerpa will be subject to a National Invasive Species Prevention Program. Also, USDA will be requested to list culerpa as a noxious weed under the federal Noxious Weed Act. A green crab control plan is under review. The New Zealand Mudsnail proposal is under review.

Support Letters At the Sept. Panel meeting, the EXCOM was directed to write support/information letters for particular issues; ballast water guidelines, scientists letter supporting clean list approach by FWS and Colorado River Basin management plan. The drafts have been completed and will be sent to membership for two week comment period. Status of Western Governor=s federal agency IPA staff position to address invasives. The USFWS continues to study implementation. Resolution of the IPA should be forthcoming by the end of December.

Presentations on WRP before the California Water Commission - The three attendees discussed points to make before the commission to emphasize western needs with regard to ANS. Regional coordination, ballast water were topics raised.

Tribal Respresentation on EXCOM - A letter was sent to Tribal representatives requesting nominations to excom. Not member has been presented to date. Linda will contact reps. To see when nominations will be maid.

Next Conference Call- A conference call is needed after Dec. 20th, l998 to review comments on ballast water and culerpa letter and l00th Meridian.
