1. Annual Meeting Update

Tina and Susan reported on minor changes to the agenda. The EC discussed what should happen at the Business meeting portion of the agenda. We will cover 1) membership openings, 2) budgets, and 3) election cycle. Since there will be an election for EC members at the 2005 meeting, Susan wanted to encourage people to consider serving on the EC.

2. Work Plan Committee

Susan thanked Karen for her work in putting the work plan committee together and for creating a process for creating the WRP 2005 work plan. Ted is writing the Request for Proposals which will go out to the e-mail reflector by the end of the week. People can submit 2-3 paragraph proposals with an idea, lead investigator and budget to Karen. She will compile the proposals and everyone will have a chance to present their proposal to the membership during the work plan session at the annual meeting. We will fund 1-3 proposals with the available $25,500. Karen suggested another work plan committee phone call to discuss the voting process.

3. Rapid Response Plan Request for Proposals

Tina sent the Rapid Response Plan RFP to the EC for review and comments. She will change the due date for proposals to September 18, 2004 and the due date for the final product to September 30, 2005. Susan agreed to get it out to the e-mail reflector early next week.

4. Western Association of Fish and Wildlife Agencies

Scott and Al attended the WAFWA meeting in Sun Valley, Idaho. There was a full day meeting ahead of time on ANS sponsored by the International AFWA which included law enforcement personnel as well as state and federal ANS staff. This group suggested a resolution on “State Wildlife Agency Leadership for Aquatic Nuisance Species,” which was then passed by WAFWA. The resolution resolves that WAFWA encourages it member states to adopt the recommendations of the WRP for state action and then it lists the actions. It also resolves to partner with Western Governors’ Association to convene an Aquatic Invasive Species Working Group to work toward development and implementation of a comprehensive program to prevent the spread of aquatic invasive species in the water resources of the western states. The part of the resolution refers to WGA Policy Resolution 04-12 which was passed in June and also includes WRP as a partner. Scott Smith was instrumental in getting the WGA Policy Resolution written and passed.
