The N. C. Department of Transportation (NCDOT) requested a new Permit from Pea Island National Wildlife Refuge for the purpose of a minor modification of the existing right-of-way (ROW) for North Carolina Highway 12 (NC12) within the Refuge and temporary construction easements within the Refuge for the purpose of replacing the existing Herbert C. Bonner Bridge (Bridge No. 11) over Oregon Inlet. 

Federal wildlife refuges are required to determine the compatibility of any proposed refuge use with the mission of the national wildlife refuge system and the purpose for which a particular refuge was established.  A draft compatibility determination was issued for public review in February 2012.  Subsequent to comments on that draft and revisions to the NCDOT permit request, a revised draft compatibility determination has been issued.

The refuge is seeking public comment with regard to benefits and impacts from issuing the Special Use Permit.  Please send comments to Refuge Manager, Alligator River National Wildlife Refuge, P. O.
